While I have yet to find a $5.99 waterproof mascara that’s as clump-free and reliable as Kanebo’s Mascara 38’C Silk Performance (sweat-proof up to 38 Celsius!), or a shadow that goes on as smoothly as one of Chantecaille’s, there are still plenty of under $10 finds one can find to get beach bag ready or simply buy for a guilt-free mood-boost.
